LAWS OF MARYLAND.

Commis-
sioners, clerk
and bailiff
shall take
oath, etc.

shall qualify on the first Monday in May in each and every
year, by taking the following oath, to be administered by
some justice of the peace: I, ———— , do swear (or affirm) that
I will execute the office of Commissioners of Barton, or Clerk
or Bailiff (as the case may be) to the best of my ability, with-
out favor, partiality or prejudice, and at their annual meeting
on the said date the Commissioners shall elect some one of
said Commissioners as president, who shall preside at all
meetings of the Commissioners and execute the ordinances
passed by the said Commissioners; they may meet as often as
occasion may require upon the business of the town, and not
less than once in every three weeks.

Manner of
conducting
elections.

SEC. 5. And be it enacted, That the said Commissioners of
Barton shall appoint every year at least ten days before the
day of election three judges to hold election; they shall keep
the polls open from five o'clock in the evening until eight
o'clock in the evening, and shall conduct the said election in
the same manner in which elections are usually held or con-
ducted, as far as maybe consistent with the provisions of this
Act, and the said judges shall make returns under their hands
and seals to the clerk of the Circuit Court for Allegany County
of the persons elected.

Shall define
the duties of
clerk.

SEC. 6. And be it enacted, That the said Commissioners,
or a majority of them, shall define the duties of clerk, and
allow him such compensation for his services as they may
think proper, and that all ordinances passed by the said Com-
missioners, or a majority of them, shall by the clerk be
entered in a book to be kept for that purpose, and shall be
open at all times for the inspection of any person or persons
interested, and copies of all ordinances shall be put up in five
prominent public places of said town.

SEC. 7. And be it enacted, That the said Commissioners, or
a majority of them, shall have full power and authority an-
nually in the month of May, at their first meeting aforesaid,
to appoint a treasurer for the said town, and they shall also
have power to appoint as many policemen and other officers
as they may deem necessary, and the said policemen and the
bailiff shall serve warrants and make arrests for violations of
the ordinances of said town, and it shall be their duty to pre-
serve the peace and good order of said town, and for these
purposes the said bailiff and policemen are hereby vested
with the same power and authority as constables of said
county now have under the laws of this State, and said police-
men and other officers shall receive such reasonable compen-
