object and intention of this charter; and all by-laws, resolu-
tions, orders and ordinances shall be recorded by the clerk in
a book or books kept for such purposes, and which shall be
open at all times to the inspection of all persons interested.

SEC. 14. And be it enacted, That the said Commissioners
shall adopt the county assessment and valuation of real
and personal property in said town, and may annually
levy an equal tax on the real and personal property actually
within the limits of such town to such an amount as may from
time to time be deemed necessary to accomplish the purposes
aforesaid, which tax shall be collected and be paid to the
treasurer of the Commissioners of Midland at such time or
times and in such amounts as they shall direct by the bailiff
or collector by them appointed, who shall have the same
powers of sale and distraint therefor as the collector of county
taxes; provided, said tax shall not exceed forty cents on the

one hundred dollars of the taxable property of said town for
any one year, and the said Commissioners shall fix the penalty
of the bailiff or collector's bond, and fix the compensation of such
officer, and the said bailiff or collector before entering upon the
duties as such shall file his bond to the Commissioners of Mid-
land, and upon its approval by the said Commissioners shall
forthwith be filed for record in the office of the Clerk of the
Circuit Court for Allegany County, Maryland, and the
recorded copy of said bond shall be legal evidence in any suit
or action which may be brought against said bond in the Cir-
cuit Court for said Allegany County; and the said collector shall
also before proceeding to act as such take an oath to be
administered to him by some justice of the peace of Allegany
County, which said oath shall be in form and substance as
that of the treasurer of said corporation; and the said Com-
missioners shall have no power to borrow money or to issue
notes, bills or other securities of a commercial character, nor
shall they have power to incur debts in any year in excess of
the annual levy.

SEC. 15. And be it enacted, That Isaiah Horton, David
Shearer and William Broderick be and they are hereby
appointed judges of election, to hold the first election under
this Act, who before opening the polls shall each take an oath
before some justice of the peace of Allegany County to permit
every qualified person to vote, and none others; said judges
shall keep the polls open from 1 o'clock P.M. until 7 o'clock
P.M., and shall make returns under their hands and seals of
the persons elected to the Clerk of the Circuit Court for
Allegany County to be kept by him; and the Commissioners
