6. It shall be unlawful for any person or persons who has
obtained a license to take or catch oysters with rakes or tongs,
to take or catch oysters in the waters of Queen Anne's, Kent,
Talbot, Anne Arundel and Dorchester Counties, or within
one and a half miles of Sandy Point, Hackett's Point, Tolley's
Point, Thomas' Point, Holland's Island Bar and Three Sis-
ters and Holland's Point Bar with any implement or device
other than ordinary rakes and tongs with wooden shafts, to be
used entirely by hand, and without any ropes or hoisting gear
whatever. Any person or persons violating any one of the
provisions of this section shall be liable to the penalties pre-
scribed in the preceding section for taking oysters with rakes
and tongs without license; and the waters within one and a
half miles of Sandy Point, Hackett's Point, Tolley's Point,
Thomas' Point, Holland's Island Bar and Three Sisters and
Holland's Point Bar, shall be held and considered to be
within the limits of Anne Arundel County for the purpose of
this section and Article; provided, that the provisions of this
Act shall not apply to Swan Point Bar, Rock Hall Creek and
Swan Creek and all water! north of Swan Point Bar.

SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage; provided, that every offense
which has been or shall have been wholly or partly committed
against said section of the Code of Public General Laws,
hereby repealed and re-enacted, before this Act goes into oper-
ation shall be dealt with, inquired into, tried, determined and
punished; and any penalty in respect to any such offense shall
be imposed, or inflicted, and any fine in respect to any such
offense shall be imposed, enforced or recovered, in the same
manner as if this Act had not been adopted.

AN ACT to grant additional corporate powers to the Fraternal
Building, Loan and Investment Association of Baltimore
City.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Fraternal Building, Loan and Investment Asso-
ciation of Baltimore City, a body corporate, duly incorporated
under the general incorporation laws of this State, in addition
to the powers possesed by it under its certificate of incorpora-
tion and under the General Laws of this State, shall have and
