SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section to Article 4, of the Code of Public
Local Laws, title "City of Baltimore," sub-title "Inspections,
Weights and Measures," sub-division "Coal," be added to
Article 4, to follow Section five hundred and thirty-nine, and
to be known as Section 539 A.

539A. The Board of Police Commissioners shall order the
detail of one policeman from each of the eight districts of the
city (but one only at a time, and the said policeman so ap-
pointed shall not serve continuously), and each district chang-
ing alternately with the others for such time as the judgment
of the Marshal shall determine. Such policeman shall be
charged with the duty of enforcing the coal law for the benefit
of the public, and specially watching the delivery of mineral
coal by carts, wagons or other vehicles, and he shall be em-
powered with authority to weigh any cart, wagon or other
vehicle loaded with coal at any time he may elect to do so.
SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 651.
AN ACT to appropriate to Dr. J. Fussell Martenet, State
Vaccine Agent, a sum of money expended for the needs of
his office in excess of the appropriation for that department.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Comptroller of the State be and he is hereby
authorized and directed to issue his warrant upon the State
Treasurer of the State for the sum of two hundred and forty-
two dollars and twenty -eight cents in favor of Dr. J. Fussell
Martenet, State Vaccine Agent, for money expended by him
during the years 1898 and 1899 for supplies in his department
made necessary by the requirements of the same, in excess of
amount heretofore appropriated for supplies of said depart-
ment.
SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage.

AN ACT changing the metes and bounds, courses and dis-
tances of Election District No. 21, in Allegany County,
Maryland.
