or construct its road upon the bed of any street or high-
way within the corporate limits of Frederick City without
the consent and approval of the Mayor and Aldermen of
Frederick being first had and obtained; nor shall it extend
or construct its road upon the bed of any street or highway
within the corporate limits of either the borough of Thurmont
or Emmittsburg, in said Frederick county, without the con-
sent or approval of the Burgess and Commissioners of said
boroughs of Thurmont and Emmittsburg being first had and
obtained; nor shall it extend its lines or construct its road
upon any public street or highway in any incorporated town
in any of the counties aforesaid without the consent of the
corporate authorities of such town being first had and
obtained.

SEC. 10. And be it enacted, That the said railway company
shall have the power to contract for and purchase or lease any
existing line or lines, or parts of lines, of railroad already con-
structed, or which may be hereafter constructed, in any of
the counties aforesaid.

SEC. 11. And be it enacted, That said company be and it is
hereby authorized and empowered to supply the public, in-
cluding both individuals and corporations, within said Fred-
erick, Carroll and Montgomery Counties, power in forms of
electricity and steam pressure, or either of said forms, and in
any and all other forms for use in driving machinery, and for
light, heat and all other purposes and uses to which the power
so applied can be made applicable, and to fix, charge, collect
and receive rates and tolls therefor.

SEC. 12. And be it enacted, That the construction of said rail- :
road of said company shall be commenced within five years,
and be completed within ten years from and after the passage
of this Act.

SEC. 13. And be it enacted, That this Act shall take effect
from the date of its passage.

AN ACT to add a new section to Article 25 of the Code of
Public General Laws, title "County Commissioners,"
sub-title "Draining Lands," in so far as the same applies to
Dorchester County to follow after Section 49, and to be
numbered 49A.
