Proceedings, and the Committee on Judiciary of the re-
spective Houses, and that said Committees be instructed
to report on March 13th, 1900, a general bill embodying
all such bills, and leaves, except when there is a special
reason for more speedy action, in which case separate
bills may be introduced, and we concur therein.
