1900.] OF THE SENATE. 79 In the presence of the Finance Committee of the Sen- ate and the Ways and Means Committee of the House of Delegates of the Legislature of the session of 1900, and that certificate in writing to that effect shall be a full discharge of said Treasurer; and that the debt of the State shall be credited with the amount of said bonds or certificates of indebtedness so destroyed and reduced, to the extent thereof. Which was read the first time. Whereupon, Mr. Crothers moved to suspend the Rules and place the Joint Resolution upon its second reading. The rOll was called (two-thirds of the Senators voting in the affirmative) and the Rules were suspended by yeas and nays, as follows: AFFIRMATIVE. Messrs. President, Messick, Applegarth, Moore, Baker, Moses, Beasman, Peter, Bouic, Putzel, Brewington, Ravenscroft, Crothers, Rohrback, Dennis, Wilkinson, Dick, Williams, of Har. Dodson, Williams, of A A. Kirwan, —22. Marsh, NEGATIVE—None. Said Resolution was read the second time. Whereupon, Mr. Crothers moved to suspend the Rules and place the Resolution upon its third reading and final passage.
