PETITIONS, MEMORIALS AND OTHER PAPERS.
Mr. Williams, of Harford, submitted the following
communication:
To the Hon. John Hubner,
President of the Senate,
The undersigned minority members of the Senate, re-
spectfully protest against being deprived of the repre-
sentation upon the chief working committees of this
Body, to which their numbers, parlimentary usage and
the precedents of the Senate entitle them. The eleven
(11) of them constitute over two-fifths (2-5) the members
of the Chamber, and they have only been allowed one
representative upon each of said committees. In 1894,
with less than one-fifth (1-5) the membership, the min-

now. In 1898, when the Republicans were in control,
