from casting his vote, or to prevent hum in any way from..
voting, or.to procure a vote for any candidate or person
proposed, or voted for as elector of president or vice-
president of the United States or representative in Con-
gress, or for any office of profit or trust created by the.
constitution or laws of this State, or by the authority or
ordinances of any legally constituted municipality, the-
person giving or offering to give any such bribe, gift or
promise or other thing or inducement to any other per-
son to cast a vote for any person, party or act, at any such
election shall, on conviction, in a court of competent juris-
diction, in addition to the penalties now or hereafter to be
imposed by law, be forever disqualified to hold any office
of profit or trust, or to vote at any election thereafter,
and the party to whom such bribe, promise or induce-
ment is offered, (even though he accept the same) shall
be a competent witness in the case and be exempt front
any punishment for accepting the same.

"Sec. 2. And be it enacted, That the said foregoing
section, hereby proposed as an amendment to the Consti-
tution, shall be, at the next general election held in this
State, submitted to the legal and qualified voters thereof,
for their adoption or rejection, in yursuance of the pro-
visions of Article 14 of the Constitution ot' this State and
at the said general election the vote on said pro-
posed amendment to the Constitution of the State
shall be by ballot, and upon each ballot there shall
be printed the words, "for the Constitutional amend-
ment” or "against the Constitutional amendment” and
immediately after said election, due return shall be made
to the Governor of the vote for and against said propos-
ed amendment as directed by Article 14, of the Consti-
tution."
