1900.] OF THE SENATE. each State to participate in the benefit of the public lands, the common property of the Union; and Whereas, The State of Maryland has not yet partici- pated in said fund as of right and justice it is entitled; and Whereas, it is desirable that the said resolutions should be revived, and the General Assembly of the State should reiterate the right aforesaid. Therefore, Resolved by the General Assembly of Mary- land, That each of the United States has an equal right to participate in the benefit of the public lands the com- mon property of the Union. Resolved, That the States in whose favor Congress has not made appropriations for the purposes of education are entitled to such appropriation as will correspond in a just proportion with those heretofore made in favor of the other States. Resolved, That his Excellency, the Governor, be re- quested to transmit copies of the foregoing resoiutions to each of our Senators and Representatives in Congress with a request that they will lay the same before their iespective houses, and use their endeavors to pro- cure the passage of an Act to carry into effect the just principle therein set forth. Resolved, That his Excellency, the Governor, be also requested to transmit copies of the said resolutions to the Governors of the several States of the Union with a re- quest that they will communicate the same to the Legis- latures thereof respectively and solicit their co-opera- tion. Which was read the first time and referred to the Com- mittee on Federal Relations. REPORTS OF STANDING COMMITTEES.
