persons shall be appointed as County School Commission-
ers; the said County Board of Education shall have power
to fill any vacancy that may occur in the Board of Coun-
ty School Commissioners in their respective counties,
and shall each receive four dollars per day for each day
they shall be actually engaged in the discharge of their
duties under this section, and whenever a vacancy shall
occur in said County Boards of Education, the Governor
shall appoint another person to fill such vacancy."
