Which was read the first time; and referred to the
Committee on Finance.

REPORTS OF STANDING COMMITTEES.
Mr. Bouic, from the Committee on Judicial Proceed-
ings, reported favorably,

Senate bill No. 73, entitled "An Act to repeal and re-
enact, with amendments, section 9 A, of Article 10, of
the Code of Public General Laws, title ‘Attorneys-at-Law
and Attorneys-in-Fact,' as added thereto by the Acts of
1898, chapter 166."

Which was read a second time, and ordered to be en-
grossed for a third reading.

Also favorably, with proposed amendment,

Senate bill No. 30, entitled "An Act for the encourage-
ment of agriculture."
AMENDMENT PROPOSED.

Amend printed bill No. 30, thus:

Strike out all words after "a bill” and insert "entitled
an Act to add an additional section to Article 66, 6f the
Code of Public General Laws, entitled ‘Mortgages,' to be
known as ‘Section 23':

"Section 1. Be it enacted by the General Assembly of
Maryland, That an additional section be added to Arcicle
66, of the Code of Public General Laws, to read as fol-
lows:

"Sec. 66. Whenever any real estate is encumbered by
a mortgage or deed of trust, except when it is otherwise
specifically stipulated in the mortgage or deed of trust,
all annual crops that may have been pitched or
cultivated by the mortgagor or grantor, or those
holding the deed of trust under him or her, shall
not pass with the land under the foreclosure or
executive proceedings, but shall be and remain in
the mortgagor or grantor in the deed of trust, said mort-
gagor or grantor in the deed of trust, or those holding un-
der him or her, paying to the purchaser of the land under
