railway tracks upon Lombard street, between Patterson
Park avenue and Exeter street, in the city of Baltimore,
without the consent of the General Assembly."

At the end of section 1 add the following:
"And provided that nothing herein contained shall be
construed to impart or limit in any manner the powers
and rights of the Mayor and City Council of Baltimore
to regulate the use in all respects of streets, under the
provisions of the Act of 1898, chapter 123, known as the
Charter of Baltimore City.'"
