118 JOURNAL OF PROCEEDINGS [Jan. 24 the force during good behavior and efficiency by the said Board of Police Commissioners of the city of Baltimore, and may be removed by said Board of Police Commis- sioners for official misconduct or inefficiency, and then only after written charges preferred specifying the time, place and character of such misconduct and inefficiency, and trial had before said Board of Police Commissioners, after reasonable notice thereof. "Sec. 2. And be it enacted, That all laws now in force relating to the Board of Police Commissioners for the city of Baltimore and the Police Department of said city, not included in this Act, and not inconsistent therewith, shall be and they are hereby contained in force until changed or repealed by the General Assembly of Mary- land, and all Acts or parts of Acts inconsistent with this Act are hereby repealed. "Sec. 3. And be it further enacted, That this Act shall take effect from the date of its passage." Which amendment was adopted. And the said bill read the second time, and ordered to be engrossed for a third reading. Mr. Crothers, from Committee on Finance, reported un- favorably, Senate bill No. 23, entitled "An Act to establish a State Normal and Industrial Shool for the education of colored youths, and to appropriate a sum of money therefor." Mr. Williams, of Harford, moved to recommit said bill to the Committee on Finance. The roll was called, and the motion carried by yeas and nays, as follows: AFFIRMATIVE. Messrs.
