"And be it resolved, That his Excellency the Governor.
be requested to transmit a copy of the foregoing preamble
and resolutions to each of our Senators and Representa-
tives in Congress, with the request that they will lay the
same before their respective houses and use their en-
deavors to procure the passage of an Act to carry into
effect the just principle therein set forth. "
