to borrow money for that purpose, to issue bonds for the
payment of the same, and to levy taxes on the assessable
property in said county to redeem said bonds and to pay
the interest thereon. "

months of August, September and October (except to fair
associations or persons authorized by them) and provid-
ing penalties for such unlicensed exhibitions. "
