armory, library and scientific laboratories. This much
needed addition to the working facilities of the college
also greatly enhances its artistic beauty, adding dignity
and grace to the appearance of the campus. This has
been accomplished by means of the appropriation made
by your Honorable Body during the session of 1898, and
a detailed account of the expenditure of that appropria-
tion has been submitted by the president of the college
to the Speaker of the House of Delegates, and we are of
the opinion that the amount has been most judiciously
used. The Joint Committee appointed by the General
Assembly at its January session of 1894, and again at the
session of 1896, drew attention in its report to the great
need existing at that time for a new Library and Armory.
Our visit to the portions of the new building set aside
for these purposes has satisfied us of the great advant-
ages resulting to the students therefrom.

The institution is non-sectarian, and has been formally
acknowledged as a ward of the State by the resolution of
1832, which provides that the Governor, the President of
the Senate, the Speaker of the House of Delegates, and
the Judges of the Court of Appeals should be ex-officio

members of the Board of Visitors and Governors.

The authorities of the college are asking for an increase
of $7, 000. 00 to their annual endowment (thus bringing it
up to the amount provided by the Act of 1866, as referred
to above, ) by means of which they propose to create
fifty-two (52) additional partial scholarships, and to
carry on the work of higher education in accordance with
the provisions of their charter.
