1900. ] OF THE HOUSE OF DELEGATES. 561

to the payment of salaries to the principal, professors
and tutors of said college.

The private subscription for the establishment of the
college, amounted at that time to $32, 000, and the above
was the State's donation for its continued support.

It is important to observe that a resolution of 1832,
provided that the Governor, the President of the Senate,
the Speaker of the House of Delegates, and the Judges
of the Court of Appeals should be ex-officio members of
the Board of Visitors and Governors, thus formally con-
firming and acknowledging the institution to be the ward
of the State.

After the civil war, during the progress of which the
college buildings were occupied by the soldiers of the
United States Army, and used as a hospital, the General
Assembly of 1866, (chapter 101) in response to a
memorial of the Board of Visitors, restored the an-
nuity of $3, 000 granted in 1832, (No. 41), and ap-
propriated $12, 000 per annum for five years from the
first of June, 1868, for the continued support of the col-
lege.

The General Assembly of 1872, (chapter 393), renewed
the appropriations for six years, and that of 1878 for two
years.

The Legislature of 1880 discontinued the appropria-
tion of $12, 000, which had originally been granted as an
equitable satisfaction in part of the arrearages due the
college under the original contract of the charter of
1784.

The Legislatures of 1890, 1892 and 1894, recogni/ing
the just claims of the college, restored a portion of this
original grant by appropriating the sum of $6. 000 as an
annual payment to the college.

The Legislature of 1896 also granted a special dona-
tion of $5, 000 for improvements and repairs, which has
been expended in building a steam power house, adding
new bath rooms and in making general repairs.

The value of the college buildings and effects is esti-
mated at $250. 000.

The following is a tabular statement of the students in
attendance since the organization after the war, in 1866,
and their classification:
