On motion of Mr. Long,
Leave was granted to the Washington county delega-
tion to introduce a bill entitled "An Act to repeal section
192, of Article 22, of the Code of Public Local Laws,
title 'Washington County. ' sub-title 'Hagerstown, ' as
amended by Acts of 1898, chapter 192, and to re-enact
the same with amendments. ' "
On motion of Mr. Biggs, (by request),
Leave was granted to the Committee on Judiciary to
introduce a bill entitled "An Act to repeal sections 1, 3
and 31, of the Code of Public General Laws, title 'Luna-
tics and Insane, ' and to re-enact the same with amend-
ments. '"

the following majority report in the contest of Darr vs.
Merrick:

To the House of Delegates:
In the matter of the contested election case of Charles
W. Darr vs. George B. Merrick, the sitting member from
Prince George's county, your Committee on Elections beg
leave to report that in obedience to the order passed by
this House on Thursday, the 15th inst., the Clerk of the
Circuit Court for Prince George s county delivered to
your committee the ballot boxes containing all the bal-
lots cast at the election held for members of the House
of Delegates, in Prince George's county, on Tuesday, the
7th day of November, A. D., 1899.
That we have carefully recounted all the legal ballots
so as. aforesaid cast for members of the House of Dele-
gates at said election, and we find that George B. Mer-
rick received 2, 802 votes, and that Charles W. Darr re-
ceived 2, 824 votes, and that the said Charles W. Darr
