AMENDMENTS PROPOSED.
Amend section 25 by striking out in line 2, all after
the word "call" to the word "aid" inclusive in line 3, and
add after the word "official" in line 5, the words "and if
in his judgment he may deem proper, all State institu-
tions, public or private, receiving State aid. "
Amend section 26 by adding to the end thereof after
the word "help, " the words "this bill shall not be retro-
active in its provisions, and shall not be applicable to any
accounts prior to the end of the last fiscal year next pre-
ceding the passage of this Act. "
