PROPOSED AMENDMENT.

After the words "as follows, " in line 3, insert the fol-
lowing:

"The Governor is hereby empowered to remove any
member of the present school boards of this State on
charges of incompetency or wilful neglect of duty, said
charges to be preferred by twelve tax payers of any
county or district wherein said commissioners shall hold
office, and all vacancies shall be filed by the Governor. "

The Governor shall appoint new boards of school com-
missioners at the expiration of two years from this date,
