days after the next meeting of the General Assembly
submit the names of all persons appointed to fill vacan-
cies during the recess of the General Assembly to the
Senate for information. "

Which was read a second time.

JOINT RESOLUTION.

Mr. Bramble, from the Committee on Federal Rela-
tions, reported unfavorably,

The following Joint Resolution.

Resolved, That while feeling equal sorrow and regret
for the loss of life among the gallant burghers of South
Africa and the brave British soldiers, and condoling with
those who sit and weep in England and in the Transvaal
for the loss of their loved ones on the battle field, it is
the sense of the General Assembly of Maryland, that
the cause of the burghers is as just as was the cause of
the American Colonies in 1776, and ought to succeed;
that they are entitled to their independence and that in
their struggle against the tyranny of an arrogant cotorie
now controlling the British Government, they have
the warmest sympathy of all lovers of liberty.

Mr. Robinson moved to substitute the resolution for
the unfavorable report.

Which was considered, and the yea and nay vote called
for.

The call being sustained, the yeas and nays were
called and appeared as follows:
