House bill entitled "An Act to cheek by making them
criminal a large number of inequitable and illegal secret
payments all of which are dishonest and tend to shake
confidence between man and man, and to discourage
honest trade and enterprise by making the same a mis-
demeanor and providing a penalty for the violation
thereof, and to add four additional sections to Article 27
of the Code of Public General Laws, title 'Crimes and
Punishments' to come in after section 10, under the new
sub-title 'Criminal Corruption' and to be known as 'Sec-
tions 119 A, 119 B, 119 C and 119 D. ' "
