House bill entitled "An Act to provide for the issue
of five hundred thousand dollars Maryland State bonds,
for the purpose of erecting a new State Building in the
city of Annapolis, and for the improvement of other
State institutions, said bonds to be issued at a rate not
higher than three and one-half per centum interest per
annum, and to provide a sinking fund for the payment
of said bonds. "
