House bill entitled "An Act to make the fee charged
for the service of any stallion or jackass, whose owner is
duly licensed to stand the same as lien on the mare
served and on her progeny from said service, until the
fee is paid. "

Which unfavorable report was adopted.

Mr. Latrobe, from Committee on Ways and Means, re-
ported favorably,

House bill entitled "An Act to repeal and re-enact with
amendments section 3, of chapter 296 of the Acts of As-
sembly of Maryland, 1898, entitled an Act to provide for
a State subscription to Perkins' Annotated Maryland
Reports. "

Which was read a first time.

Mr. Staley, from Committee on Education, reported
without recommendation, " with amendments,

House bill entitled "An Act to repeal section 38 of Ar-
ticle 77 of the Code of Public General Laws of Maryland,
title 'Public Education, ' sub-title 'Schools, ' and re-enact
the same with amendments, and to add twenty-four new
sections to said Article, to follow after section 38, and to
be designated as sections 38 A, 38 B, 38 C, 38 D, 38 E,
38 F, 38 G, 38 H, 38 I, 38 J, 38 K, 38 L, 38 M, 38 N, 38
O, 38 P, 38 Q, 38 R, 38 S, 38 T, 38 U, 38 V, 38 W and
38 X. ' "

AMENDMENT PROPOSED.
By the Committee on Education.

Strike out all after the words "a bill, " and substitute
the following:

" Entitled an Act to repeal section 38 of Article 77 of
the Code of Public General Laws of Maryland, title 'Pub-
lic Education, ' and sub-title 'Schools, ' and re-enact the
same with amendments, and to add a new section to said
Article, to follow after section 38, and to be designated
as 'Section 38 A. ' "

"Section 1. He it enacted by the General Assembly of
Maryland, That section 38, of Article 77, of the Code of
Public Genera] Laws of Maryland, title 'Public Educa-
tion, ' sub-title 'Schools, ' be and the same is hereby re-
pealed and re-enacted, and a new section added thereto
