the provisions of this section shall not apply to Pocomoke
Sound, wherein it shall be unlawful at all times to take
oysters with scoop, scrape, drag or dredge, and said li-
cense shall not be transferable; and any person or per-
sons violating any of the provisions of this section, or
found guilty of dunnaging his or their boats to escape a
just and proper measurement of the same by said custom
house officials, shall be found guilty of a misdemeanor
and shall upon conviction before any justice of the peace
or the Circuit Court for Somerset county, be fined in a
sum of not less than one hundred dollars or more than
three hundred for each offense, or be sentenced to the
House of Correction for one year, or both in the discre-
tion of the court or the justice of the peace trying the
same. "

"Sec. —. And be it enacted that this Act shall take
effect from the date of its passage. "

House bill entitled ''An Act to create the office of
State Dairy Commissioner, define his duties and provide
for the execution of the same, to follow section 50, of
Article 48, Public General Laws, and to be designated as
'Sections 51, 52, 53, 54, 55, 56, 57, 58 and 59. '"
AMENDMENTS PROPOSED.

Strike out all after the words "a bill" and insert the
following:

"Entitled An Act to create the office of State Dairy
Food Commissioner, define his duties and provide for
the enforcement of the same, to follow section 50, of
Article 48, Public General Laws, and to be designated
as 'Sections 51, 52, 53 and 54. ' "^

"Section 1. Be it enacted by the General Assembly of
Maryland, That the office of State Dairy and Food Com-
missioner be, and the same hereby is created.

"Sec. 51. And be it further enacted that in the month
of April, in the year 1900, (nineteen hundred), and bi-en-
nially thereafter, the Governor shall, by and with the
advice and consent of the Senate, appoint a competent
person, a citizen of the State, to be State Dairy and Food
