has been finally completed, and he shall after the re-
turns have been made out verify the same by his signa-
ture, and if he shall refuse to do so, he shall signify in
writing the reason why he does so refuse, in particular
and detail. After the ballot box has been sealed up in
the manner hereinafter provided for, the said inspector
shall take charge of the ballot box and of the copy of the
returns addressed to the Supervisors of Elections and
the registry of registries or the poll list, as the case may
be, and shall return the same to the office of the Super-
visors of Elections before 12 o clock, noon, on the day
succeeding said primary election in the city of Balti-
more and before 12 o'clock, noon, on the second day suc-
ceeding such election in the counties. Upon his delivering
the ballot box containing the ballots voted at the election
and properly sealed and the registry or registeries and the
copy of the returns addressed to the Supervisors of Elec-
tions and properly sealed he shall be asked by the Supervi-
sors of Elections, or one of them, whether he knows of or
has any reason to suspect any violation of law permitted at
such primary election, and if he shall answer that he has,
a record shall be made of his name and address and of
his answer, and the board of supervisors of elections shall
forthwith transmit such name and address and such an-
swer to the grand jury of the city or county, and it shall
be the duty of the grand jury to summon such inspector
before them and inquire diligently into his reasons for
believing that the violation of law has been committed,
and if he shall answer that he has no reason to suspect
that such violation of law has been committed, he shall
then and there make and subscribe an affidavit before
one of the supervisors of elections that he has no reason
to believe that any violation of law was committed
in connection with the primary election of which he
was inspector, and such affidavit shall be by the
said Board of Supervisors of Elections forthwith trans-
mitted to the grand jury of the city or county as afore-
said. A receipt shall be given by the Board of Super-
visors of Elections to each primary election inspec-
tor, who shall return his ballot box and registries or poll
list in; their proper condition, and no inspector shall re-
ceive pay for his services as such unless he has such re-
ceipt.
