time and place of holding such primary elections shall be
fixed in such manner as the party holding such primary
election by its rules, regulations or usages may prescribe
subject to the following conditions and provisions:
"1. The party authority authorized by the rules, regu-
lations, customs and usages of the party to fix the time
for holding primary elections shall file with the Board of
Supervisors of Elections of the county or city of Balti-
more, as the case may be, at least thirty days before the
time by such party authority filed as the date for holding
such primary election, a certificate in the following form:
"To the Board of Supervisors of Election of ————
county or city, take notice, that the (here insert the name
or description of the party authority authorized to fix the,
time of holding the primary election) has called a pri-
mary election of the said ———— party, f or the purpose of
(here specify the purposes of said primary election) for
the ———— day of ———— next thereon ensuing, and has
directed that the polls of said primary election shall open
at ———— M,, end shall close at ———— P. M.
"Witness the signature of the chairman and secretary
of said (here insert name of party authority authorized
to fix the time for holding this primary election this day
of ————, 1900, ) which certificate shall be signed by the
chairman of and secretary of the said party authority.,
who shall append their respective post-office address to.
their signature, and shall acknowledge their signatures
before some officer authorized to take acknowledgements
of deeds.
"2. The polls at a primary election shall be open for
at least five hours, and shall not open before 12 M., and
shall not close later than 8 P. M.
"At least six days before the day fix for such primary
election the party authority aforesaid shall furnish the
Board of Supervisors of Elections over the signatures of
its chairman and secretary a list of the location of polling
places for such primary elections, which list the Board
of Supervisors of Elections shall cause to be hung up in
some conspicuous place in its office and there remain un-
til after the close of said primary election.
