On motion of Mr. Lakin, it was

Ordered, That the thanks of the House be tendered
the Hon. Ferdinand C. Latrobe for the able and efficient
manner in which he has discharged the duties of tempo-
rary Speaker of the House.

On motion of Mr. Truitt, it was

Ordered, That the State Librarian furnish the repor-
ters of the press with the necessary stationery, to per-
form their duties in reporting the proceedings of this
House.

Mr. Mitchell submitted the following message:
BY THE HOUSE OF DELEGATES.

January 3, 1900.
Gentlemen of the Senate:

The House of Delegates has organized by the election
of Hon. Lloyd Wilkinson as Speaker, and Benj. L. Smith
Chief Clerk. We are now ready to proceed with the
business of the session and propose with the concurrence
of your Honorable Body, the appointment of a Joint
Committee of the two Houses, two on the part of the
Senate, and three on the part of the House, to wait upon
the Governor, and inform him that the Legislature is
prepared to receive any communication that he may be
pleased to make.

And we have appointed on the part of the House
Messrs. Francis P. Curtis, James W. Foster and James
De Walbach.
