said James Lytle out of any unappropriated money which may be in the treasury.

Which was read the first and second time by especial order and assented to.

By the HOUSE of DELEGATES, December 19, 1800.
    RESOLVED, That the committee of claims be directed to allow Robert Long, on the journal of accounts,
the sum of sixty dollars, as a compensation for the support and maintenance of negro Daniel for the year eighteen
hundred.
    RESOLVED, That the sheriff of Baltimore county be and he is hereby directed to contract with the trustees of
the poor-house of said county for the cloathing, maintenance and support, of negro Daniel, during his natural
life, the said negro being the property of this state, and now under the care of Robert Long, of said county.
    RESOLVED, That the sheriff, after making the contract as aforesaid, make a return thereof to the treasurer of
the western shore, who is hereby directed to pay, in half yearly payments, the amount so contracted for, not
exceeding sixty dollars per annum, to the said trustees, or their order; these resolutions to be of no effect, unless
the said Robert Long shall notify to the said sheriff that he will no longer support and maintain the said negro at
the price heretofore allowed to said Long for that purpose.

    Which was read the first time and ordered to lie on the table.
And delivers the engrossed bills from No. 1 to No. 77, inclusive, except No. 11, 28, 54, 69 and 78, with the
paper bills thereof; which engrossed bills were severally endorsed; " By the house of delegates, December 18,
" 1800:  Read and assented to.
                                                            " By order,                                                  W.  HARWOOD, clk."
    The resolution proposing an amendment to the constitution of the United States, was read the second time and
assented to with the proposed amendments.
    Amendments proposed. Strike out from the word "resolved" in the second line of the first page to the end
of the fifth line, and insert " that in the opinion of the legislature the following amendments to the constitution
of the United States would conduce to the happiness of the citizens thereof, by the establishment of an uniform
mode for the choice of electors of president and vice-president of the United States, and of representatives to
congress."  Strike out the word "this" in the fourth line of the second page and insert "the."  After the word
"house" in the same line insert " of delegates."  After the word "senators" in the fifth line of the same page
insert " and also to the representatives."
    The bill to empower the judges of the court of appeals to reinstate the cause of Job Garretson against Richard
Cole, the resolution respecting James Lytle, the resolution proposing an amendment to the constitution of the
United States, and the amendments thereto, were sent to the house of delegates by the clerk.
    The resolution in favour of the examiner-general of the western shore, was read the second time by especial
order and assented to.
    The resolution respecting the opening of a communication from Cumberland to the western counties of Pennsylvania,
Virginia and the North Western Territory, was read the second time by especial order and assented to
with the proposed amendment.
    Amendment proposed.  Strike out from the word "by" in the first line of the second page to the end of the
resolve, and insert " those who may voluntarily subscribe therefor."
    The additional supplement to an act, entitled, An act for the relief of sundry insolvent debtors, was read the
second time by especial order and will pass.
    The resolution in favour of Robert Long, was read the second time by especial order and assented to.
    Charles Ridgely, of Hampton, Esquire, has leave of absence.
    The bill to revive and continue the acts of assembly therein mentioned, was read the second time by especial
order and will pass with the proposed amendments.
    Amendments proposed.  Strike out the word "five" in the fourteenth line of the first page and insert "one."
After the word "continued" in the fourth line of the second page insert " until the thirtieth day of October,
eighteen hundred and five, and to the end of the next session of assembly that shall happen thereafter." Strike
out the word "five" in the first line of the sixth page and insert "one."  Strike out the word "five" in the
fifth line of the same page and insert "one."
    The clerk of the house of delegates delivers the following resolutions:
By the HOUSE of DELEGATES. December 19, 1800.
    RESOLVED, That all proceedings heretofore had, and now pending, on the bonds passed by James Booker,
Philemon Willis, Richard Barneby and William Rose, of Talbot county, as securities to the state of Maryland
for the payment of two thousand four hundred and thirty-eight pounds sixteen shillings and eleven-pence, due
from William Stoddart Bond, late of said county, on a certificate of survey called Bone's Meadows, lying in
Allegany county, be and the same are hereby suspended until the first day of January, eighteen hundred
and two.
