44            VOTES and PROCEEDINGS, November Session, 1800.

    The resolution respecting William S. Bond, was read the second time and dissented from.
    The supplemental act to the act to streighten and amend the post-road from Havre-de-Grace to Baltimore-town,
was read the second time by especial order and will pass.
    The resolution in favour of Thomas Wing, of Caroline county, was read the second time by especial order
and assented to.
    The resolution in favour of the adjutant-general was read the second time by especial order and assented to.
    The resolution in favour of James Lytle, was read the second time and dissented from.
    The clerk of the house of delegates delivers the following resolutions:

By the HOUSE of DELEGATES, December 18, 1800.
    Whereas it is represented to this general assembly, that a direct and convenient communication, by a road or
roads leading from the town of Cumberland, in Allegany county, to the western counties of Pennsylvania, Virginia,
and the North Western Territory, would be of great public utility; therefore, RESOLVED, That Henry
Kemp, of Frederick county, David Lynn, Joseph Cresap and Benjamin Beckworth, of Allegany county, and
Robert Long, of the city of Baltimore, or any three of them, be and they are hereby appointed commissioners
to review, and report to the next general assembly, the nearest and most convenient routs from the said town
of Cumberland to the said counties of Pennsylvania, Virginia, and to the North Western Territory, westward
of the Laurel Hill, accompanying the same with a plot or plots, with references by figures, and other explanations,
the nature of the ground, and courses and distances, also an estimate of the expence that may
be necessary to open, clear and complete the same; and in the execution of this resolution the said commissioners
are hereby required to be governed by a view to the promoting and advancing the interest of the state
of Maryland, and they are hereby also required and directed to report the place where, in their opinion, the
portage between the waters of the Patowmack and Monongahela ought to be fixed, and the distance, and the
probable expence in completing the same.
    RESOLVED, That the expence of the same be paid by an assessment on the people of Allegany county, to be
imposed and collected as other county charges.

    Which was read the first time and ordered to lie on the table.
And returns the bill to enable the trustees appointed by the last will and testament of doctor John Purnell, of
Worcester county, to sell and convey the lands therein directed to be sold, endorsed; " By the house of delegates,
" December 18, 1800:  Read the first and second time by especial order and will pass.
                                                            " By order,                                                  W.  HARWOOD, clk."
Ordered to be engrossed.
The senate adjourns till to-morrow morning 9 o'clock.

F    R    I    D    A    Y,    December 19, 1800.

    THE senate met.  Present the same members as on yesterday.  The proceedings of yesterday were read.
    The bill to regulate constables fees in the several counties therein mentioned, the further supplement to
the act for building a new gaol in Baltimore county, the bill to rebuild the poor-house in Anne-Arundel county,
the message respecting the same, the additional supplement to the act, entitled, An act for the establishment and
regulation of the levy courts in the several counties of this state, the amendments thereto, the supplemental act
to the act to streighten and amend the post-road from Havre-de-Grace to Baltimore-town, the resolution respecting
William S. Bond, the resolution in favour of Thomas Wing, the resolution in favour of the adjutant-general,
and the resolution in favour of James Lytle, were sent to the house of delegates by the clerk.
    The engrossed bills, No. 11, 28, 54, 69 and 78, were read, assented to, and, with the paper bills thereof,
sent to the house of delegates by the clerk.
    The clerk of the house of delegates delivers a bill, entitled, An additional supplement to an act, entitled, An 
act for the relief of sundry insolvent debtors, endorsed; " By the house of delegates, December 19, 1800:  Read
" the first and second time by especial order and will pass.
                                                            " By order,                                                  W.  HARWOOD, clk."
    Which was read the first time and ordered to lie on the table.
The following resolutions:

By the HOUSE of DELEGATES, December 19, 1800.
    RESOLVED, That the chancellor, upon bill or petition filed by James Lytle, in relation to a purchase
made by Nathaniel Ramsey from the commissioners of confiscated property, part of a tract of land called Jones's
Inheritance, being part of the property of the Principio company, lying in Harford county, heretofore assigned
by said Ramsay to James Lytle, and by the chancellor, in behalf of the state of Maryland, conveyed to said
Lytle, be and is hereby authorised to proceed upon said bill or petition, and to ascertain the deduction, if any,
that ought to have been made from the purchase money of said land, in the same manner as if said Lytle had at
any time heretofore filed said bill against the state of Maryland, and that on said deduction, if any, being decreed,
