76            VOTES and PROCEEDINGS, November Session, 1800.

    On motion, ORDERED, That Frederick Green, printer to the state, lay before this house an account of all
monies expended by him, and the manner in which they have been expended, in printing the laws compiled by
William Kilty, Esquire.
    A petition from King English, of Montgomery county, praying an act of insolvency, was preferred, read, and
referred to the committee appointed on the petition of Magruder and Chamberlaine.
    The bill to regulate the fees of constables in the city and county of Baltimore, was read the second time,
passed, and sent to the senate by the clerk.
    The bill concerning the real estate of Elizabeth Watts, late of Saint-Mary's county, was read the second time,
passed, and sent to the senate by the clerk.
    The report on the memorial of the mayor and council of Baltimore was read the second time, the resolution
therein contained assented to, and sent to the senate by the clerk.
    The report on the petition of Joseph Ford was read the second time, and the question put, That the house
assent to the resolution therein contained?  Determined in the negative.
    Mr. Johnson, from the committee, delivers to the speaker a bill, entitled, A supplement to the act, entitled,
An act for the relief of sundry insolvent debtors; which was read the first time and ordered to lie on the table.
    The report on the petition of Job Garretson was read the second time, concurred with, and leave given to
bring in a bill pursuant thereto.  ORDERED, That the committee appointed on said petition prepare and bring in
the same.
    Mr. Dashiell, from the committee, delivers to the speaker a report on the petition of the surveyors of the
several counties on the eastern shore; which was read the first and second time and concurred with.
    The following resolution being propounded to the house, was read the first and second time, assented to, and
sent to the senate by the clerk.
    Whereas the compensation allowed to the trustee under the act respecting the creditors and debtors of this
state, passed at November session, seventeen hundred and ninety, after the first year, is inadequate to the services
required of him. RESOLVED, That the said trustee shall be entitled to receive, as an additional compensation for
his services for the present year, the sum of two hundred dollars.
    The following message being prepared, was read, agreed to, and sent to the senate, with the bill, entitled,
A supplement to the act for the promotion of literature in this state, by the clerk.

BY the HOUSE of DELEGATES, December 15, 1800.
        GENTLEMEN OF THE SENATE,
    WE have sent you back the bill, entitled, A supplement to the act for the promotion of literature in this state,
for reconsideration; it contains provisions of great and serious importance, as it is predicated upon the inequivocal
principle of promoting and disseminating useful knowledge.  The delegation from the counties to which the
bill extends, have but one opinion upon the propriety, the usefulness and preference of two seminaries, as contemplated
by the bill, instead of one on the principle of the act passed in 1798.  And they have no hesitation in
making declaration, that their sentiments on the subject will be approbated by their constituents.  It is hoped,
that as the plan proposed by the bill is thus strongly recommended, that the opinion of those who represent Baltimore
and Harford counties, which are mentioned in the bill, will have its due weight with the senate, and upon
reconsideration of the subject, the bill may pass.

    Mr. Montgomery, from the committee, delivers to the speaker a bill, entitled, An act to empower the judges
of the court of appeals to reinstate the cause of Job Garretson against Richard Cole; which was read the first
time and ordered to lie on the table.
    ORDERED, That the said bill have a second reading on Wednesday next.
    On motion, Leave given to bring in a supplementary act to an act to lay out and establish a road from the city 
of Annapolis to the city of Washington, and to repeal an act therein mentioned.  ORDERED, That Mr. Quynn,
Mr. Mercer and Mr. Dorsey, be a committee to prepare and bring in the same.
