interfere to prevent them from pursuing any legal business for their maintenance.

in the negative.
    The following message being prepared, was read and agreed to.

BY the HOUSE of DELEGATES, December 13, 1800.
        GENTLEMEN OF THE SENATE,
    WE have dissented from the amendments proposed by you to the bill, entitled, An act to assess and levy on
the assessable property of Anne-Arundel county a sum of money for the purpose herein after mentioned, and send
the same back, together with the amendments, for your reconsideration.
                                                            By order,                                                            W.  HARWOOD, clk.
    The clerk of the senate delivers the following message:
BY the SENATE, December 11, 1800.
        GENTLEMEN,
    WE have, during the present session, imposed a very arduous and disagreeable duty upon the chancellor, in
relation to insolvent applicants.  We are impressed with an opinion, that for those services, distinct from the
general duties of his office, compensation ought to be made.  Not possessing constitutional power to originate any
law appropriating money in the treasury, we beg leave to call your attention to this subject, and hope there will
be an union of sentiment upon it.
                                                            By order,                                                                W. S.  GREEN, clk.
    Which was read.
The resolution in favour of Hannah West, endorsed; " By the senate, December 4, 1800:  Read the first time
" and ordered to lie on the table.

                                                            " By order,                                                              W. S.  GREEN, clk."
A bill, entitled, An act concerning the real estate of Elizabeth Watts, late of Saint-Mary's county, endorsed;
" By the senate, December 11, 1800:  Read the first time and ordered to lie on the table.
                                                            " By order,                                                              W. S.  GREEN, clk.
" By the senate, December 12, 1800:  Read the second time by especial order and will pass.
                                                            " By order,                                                              W. S.  GREEN, clk."
    Which was read the first time and ordered to lie on the table.
The supplement to an act, entitled, An act to authorise and empower the levy court of Montgomery county to
assess and levy a sum of money on the assessable property thereof for the purpose of building a new gaol in said
county, endorsed; " By the senate, December 6, 1800:  Read the first time and ordered to lie on the table.

" By the senate, December 12, 1800:  Read the second time and will pass.
                                                            " By order,                                                              W. S.  GREEN, clk."
The bill for the relief of John Charles Francois Chirac, endorsed; " By the senate, December 5, 1800:  Read
" the first time and ordered to lie on the table.

" By the senate, December 12, 1800:  Read the second time and will pass with the proposed amendment.
                                                            " By order,                                                              W. S.  GREEN, clk."
    Which amendment was read.
The bill authorising James Bowdle, late collector of Talbot county, to complete his collections, and the bill for
the relief of William McMahan, and others, securities of Robert Sinclair, late sheriff of Allegany county, severally
endorsed; " By the senate, December 9, 1800:  Read the first time and ordered to lie on the table.
                                                            " By order,                                                              W. S.  GREEN, clk.
" By the senate, December 12, 1800:  Read the second time and will pass with the proposed amendments.
                                                            " By order,                                                              W. S.  GREEN, clk."
    Which amendments were read the first and second time, agreed to, and the bills ordered to be engrossed.
The house adjourns till Monday morning 9 o'clock.

M    O    N    D    A    Y,    December 15, 1800.

    THE house met.  Present the same members as on Saturday.  The proceedings of Saturday were read.
    The bill to alter such parts of the constitution and form of government as relate to voters and the qualification
of voters, and the bill to levy on the assessable property of Anne-Arundel county a sum of money for the
purpose herein after mentioned, with the messages respecting the same, were sent to the senate by the clerk.
