70            VOTES and PROCEEDINGS, November Session, 1800.

    Mr. Nelson, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of a part of the inhabitants of Frederick county report,
that they have taken the same into consideration, and are of opinion the same is reasonable and ought to be
granted; they therefore recommend that a law pass agreeably thereto.

Which was read.
    Mr. Cramphin, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of Marie D'Lemarche and others, of George-town, in
Montgomery county, report, that they have taken the same into consideration, and are of opinion the prayer of
the petitioners is unreasonable, and ought not to be granted.
                                                                By order,                                                    L.  GASSAWAY, clk.
Which was read the first and second time and concurred with.
    A petition from James Ash, of the city of Baltimore, praying to be reinstated on the roll of attornies of Baltimore
county court, was preferred, read, and referred to the committee of grievances and courts of justice to
consider and report thereon.
    Mr. Lowes, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of sundry inhabitants of Somerset and Worcester counties
report, that they have considered the same, and are of opinion that the prayer thereof is reasonable, and
would be of public utility, if practicable, but from the late period of the session they cannot ascertain what
places in the said counties it would be necessary to appoint lumber measures to attend; they are therefore of
opinion that the said petition should be referred to the next session of assembly.

Which was read the first and second time and concurred with.
    The report on the petition of Samuel Y.  Keene was read the second time, and the question put, That the
house concur therewith?  Determined in the negative.
    Mr. Leigh and Mr. Pattison have leave of absence.
    A petition from Elizabeth Gates, of Montgomery county, praying that the levy court of said county may be
authorised to levy a sum of money on the assessable property of said county for her support out of the poors
house, was preferred, read, and referred to Mr. T. Davis, Mr. Magruder and Mr. Jones, to consider and report
thereon.
    Mr. T. Davis, from the committee, delivers to the speaker a bill, entitled, An act to lay out and open a
road from the town of Westminster, in Frederick county, to the city of Washington; which was read the first
time and ordered to lie on the table.
    Mr. Johnson, from the committee, delivers to the speaker a bill, entitled, An act for ascertaining titles to
land in certain cases, and for facilitating the tracing of titles in general; which was read the first time and
ordered to lie on the table.
    On motion, Leave given to bring in a bill, entitled, A supplement to an act, entitled, An act for the relief
of sundry insolvent debtors, passed November session, seventeen hundred and ninety-nine.  ORDERED, That
Mr. Johnson, Mr. Smith, of Baltimore, and Mr. Chapman, be a committee to prepare and bring in the same.
    Mr. T. Davis, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of Elizabeth Gates, of Montgomery county, report, that
they have examined the same, and are of opinion a law ought to pass agreeably to the prayer of the said
petition.
                                                                By order,                                                    L.  GASSAWAY, clk.
    Which was read the first and second time, concurred with, and leave given to bring in a bill pursuant thereto.
ORDERED, That the committee appointed on said petition prepare and bring in the same.
    The amendments to the bill for relief of sundry insolvent debtors were read the second time and agreed
to, except the last amendment but one.
    Mr. Leigh, from the committee, delivers to the speaker a bill, entitled, An act for the relief of Michael Fenwick,
of Saint-Mary's county; which was read the first and second time by especial order, passed, and sent to
the senate by the clerk.
    On motion, Leave given to bring in a bill respecting idiots, lunatics and persons non compos mentis.  ORDERED,
That Mr. Harwood, Mr. Johnson and Mr. Dorsey, be a committee to prepare and bring in the same.
    The bill to incorporate a company for building bridges over the Great Falls of Gunpowder, in Baltimore
county, and Winter's Run, in Harford county, where the post-road leading from Baltimore to Philadelphia intersects
the same, was read the second time, passed, and sent to the senate by the clerk.
    Mr. Somervell, Mr. Marbury and Mr. Gilpin, have leave of absence.
    The report on the petition of Peter Nuchett was read the second time and concurred with.
    Mr. Harwood, from the committee, delivers to the speaker a bill, entitled, An act respecting idiots, lunatics
and persons non compos mentis; which was read the first time and ordered to lie on the table.
