The bill to enlarge the powers of the commissioners
of the town of Havre-de-Grace, was read the second time
Messieurs Harwood, Mercer, Dorsey, Worthington, Denny. 5. So it was resolved in the affirmative. Mr. Pattison, from the committee, delivers to the speaker a bill, entitled, An act to regulate coroners fees; which was read the first and ordered to lie on the table. A petition from Marie D'Lemarche, and others, of George-town, praying they may be authorised by lottery to dispose of a house in said town, was preferred, read, and referred to Mr. Cramphin, Mr. Magruder and Mr. T. Davis, to consider and report thereon. Mr. Lowrey, from the committee, delivers to the speaker a bill, entitled, An act to regulate constables fees in the several counties therein mentioned; which was read the first time and ordered to lie on the table. The bill to rebuild the poors house in Anne-Arundel county, was read the second time and passed. The report on the petition of Robert Courtenay was read the second time, and the resolution therein contained assented to. The resolution in favour of George Gale was read the second time and assented to. Mr. Gunby, from the committee, delivers to the speaker the following report: THE committee to whom was referred the petition of Samuel Y. Keene, assistant regimental surgeon in the Maryland line during the revolutionary war, report, that they are satisfied of the valuable and important services rendered by the petitioner in the character of assistant surgeon to the first Maryland regiment during the war between America and Great-Britain; that the compensation granted by congress to the officers generally was withheld from gentlemen of the description with the petitioner, which to your committee appears to have been hard and oppressive to that class of valuable men; they therefore, believing that the petitioner should be in some manner fully compensated for his acknowledged services, and holding the state of Maryland bound justly to remunerate those who had enlisted under her immediate banner, recommend the following resolution: RESOLVED, That the auditor-general ascertain the amount of five years full pay in favour of Samuel Y. Keene, as assistant regimental surgeon, and of all others who served in the same capacity, during the late war, being equal to the commutation for half pay during life, granted by congress to the officers of the late American army, which sum, when so audited and ascertained by the said auditor, and certified by him, the treasurer of the western shore is hereby authorised and directed to pay to the said Samuel Y. Keene, and to all others who served in the same capacity, or their order, out of any unappropriated monies which may come into the treasury after the payment of the journal of accounts of the present session. Mr. Dorsey, from the committee, delivers to the speaker the following report: THE committee to whom was referred the petition of Rachel Shipley, widow and administratrix of Talbot Shipley, deceased, report, that they have taken the same into consideration, and beg leave to submit the following resolution: RESOLVED, That the chancellor have full power and authority to take the same into consideration, and grant relief, provided he should think it reasonable and proper.
