    A petition from sundry inhabitants of Frederick county, praying an act may pass for opening a road from the
state line between Pennsylvania and Maryland, on a streight line, to the city of Washington, was preferred,
read, and referred to Mr. Hyland, Mr. Shriver, Mr. Nelson, Mr. Smith, of Baltimore, and Mr. Forman, to
consider and report thereon.
    The bill for the relief of William Works of Cæcil county, was read the second time by especial order and
passed.
    The supplement to an act, entitled, An act to authorise and empower the levy court of Montgomery county
to assess and levy a sum of money on the assessable property thereof for the purpose of building a new gaol in said
county, was read the second time by especial order and passed.

Nelson, Mr. Shriver, Mr. Magruder, Mr. T. Davis and Mr. Gilpin, to consider and report thereon.
    The bill to alter the times of the session of Baltimore county court, of the court of oyer and terminer and
gaol delivery for Baltimore county, and of the court of appeals, was read the second time and passed.
    The further supplement to an act, entitled, An act to streighten and amend the public roads in Harford county,
and for other purposes, was read the second time, and the question put, That the said bill do pass?  The yeas
and nays being required, appeared as follow:

And so it was resolved in the affirmative.
    On motion, the question was put on the following, viz.
    RESOLVED, That the happiness and welfare of the people of the United States are intimately connected with
a free and fair election of the chief executive magistrate of the Union, uninfluenced by arrangements made by
particular states.
    RESOLVED, That the senators of this state in the congress of the United States be and they are hereby requested,
to use their best endeavours that congress propose to the legislatures if the several states the following
amendment to the federal constitution, to wit:  The congress may, from time to time, divide each state into as 
many districts, for the purpose of choosing electors of president and vice-president of the United States, as shall
be equal to the number of electors such state may be entitled to elect.
    RESOLVED, That the president of the senate and the speaker of this house be requested forthwith to transmit
the foregoing resolve to the senators of this state in congress; and that the governor and council be and they are
hereby requested to communicate the same to the supreme executives of the several states, with a request that
they may be submitted to the consideration of their respective legislatures.

court, of the court of oyer and terminer and gaol delivery for Baltimore county, and of the court of appeals,
the supplement to an act, entitled, An act to authorise and empower the levy court of Montgomery county to
assess and levy a sum of money on the assessable property thereof for the purpose of building a new gaol in said
county, the bill for the relief of William Works, of Cæcil county, the bill for the direction of surveyors in executing
