So it was resolved in the affirmative.
    The order of the day respecting the petition of Rachel Shipley, and the counter petition thereto, is postponed
till Monday morning.
The house adjourns till Monday morning 9 o'clock.

M    O    N    D    A    Y,    December 1, 1800.

    THE house met.  Present the same members as on Saturday.  The proceedings of Saturday were read.
    The additional supplement to the act passed at April session, seventeen hundred and eighty-seven, entitled,
An act to lay out several turnpike roads in Baltimore county, was sent to the senate by the clerk.
    Mr. Goldsborough appeared in the house.
    Petitions from Thomas Beard, of Anne-Arundel county, John Atkins Burford, of the city of Baltimore,
James Porter, junior, of Cæcil county, and John Colston, of Talbot county, praying acts of insolvency, were
preferred, read, and referred to the committee appointed on petitions of a similar nature.
    Mr. Harwood, from the committee, delivers to the speaker the following report:
    THE committee wo whom was referred the petition of Martha Howard of Anne-Arundel county, report,
that they have taken the same into consideration, and find the facts therein stated to be true.  As the immediate
payment of the debts due the state by the said Martha Howard, if enforced, might involve herself and numerous
family in considerable distress, and as the case of the petitioner is that of an innocent security, your committee
are of opinion that indulgence ought to be given by the state on the terms mentioned in the following resolution:
    RESOLVED, That the treasurer of the western shore be and is hereby directed to take the bond of Martha
Howard, with approved security, for the amount of the debt due to the state of Maryland from the late Benjamin
Howard, to be ascertained by the auditor, payable in five equal annual payments, with interest.

Which was read.
    Mr. Street, from the committee, delivers tot he speaker the following report:
    THE committee to whom was referred the petition of sundry inhabitants of Harford county, and York
county, in Pennsylvania, praying for a road to be opened from Belle-Air, to intersect the road leading from Thomas
Underhill's mill to Peach Bottom ferry at Glasgow's store, have taken the same into their consideration,
and are of opinion that the prayer of the petitioner is reasonable, and ought to be granted.
                                                        By order,                                                        J. S.  BETTON, clk.
Which was read.
    On motion, ORDERED, That Mr. Johnson be added to the committee on the petitions of insolvent debtors.
    The bill to open a road from Severn ferry, in Anne-Arundel county to Patapsco lower ferry, was read the
second time, passed, and sent to the senate by the clerk.
    A petition from Peter Nouchet, of the city of Baltimore, praying an act of insolvency, was preferred, read, 
and referred to Mr. Lemmon, Mr. Smith, of Baltimore, and Mr. Montgomery, to consider and report thereon.
    Mr. Hyland, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of the constables of the city and county of Baltimore,
report, that they have taken the same into consideration, and are of opinion that leave ought to be given to bring
in a bill agreeably to the prayer thereof.

    Mr. Dorsey, from the committee, delivers to the speaker a bill, entitled, An act to rebuild the poor's house in
Anne-Arundel county; which was read the first time and ordered to lie on the table.
    A petition from the methodist episcopal congregation of the city of Baltimore, praying to be incorporated, was
preferred, read, and referred to Mr. Smith, of Baltimore, Mr. Wilson and Mr. Stansbury, to consider and report
thereon.
    The house took into consideration the order of the day, and after hearing counsel at the bar of the house in
support of the report on the petition of Rachel Shipley, the question was put, That the said report be committed
for amendment?  Resolved in the affirmative.
    Mr. Mercer, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of William Works, of Cæcil county, report, that they
have taken the same into consideration, and are of opinion the prayer of the petitioner is reasonable, and ought
to be granted.
