10            VOTES and PROCEEDINGS, November Session, 1800.

S    A    T    U    R    D    A    Y,    November 8, 1800.

    THE house met.  Present the same members as on yesterday.  The proceedings of yesterday were read.
    Mr. William Rose, a delegate returned for Talbot county, appeared, and after qualifying in the mode prescribed
by the constitution and form of government, and taking the oath to support the constitution of the
United States, took his seat in the house.
    The speaker laid before the house a letter from the auditor-general, and the following report:

To the Honourable the GENERAL ASSEMBLY of MARYLAND.
        GENTLEMEN,
    THE auditor begs leave to lay before your honours the following accounts, viz.
    No. 1 is the western shore treasurer's account, as charged on the auditor's books, from the first of November,
1799, to the first of November 1800.
    No. 2 is an estimate of the state debt, made up to the first of November, 1800, by which there appears a
balance of £. 129,272 13 6 current money, and also 643,074 dollars and 81 cents in stock of the United States,
to the credit of the state of Maryland.
He has the honour to be, Gentlemen,

                                                                                                                        ROBERT DENNY, Auditor-general.
    Auditor's Office, November 8, 1800.
Which was read.
    ORDERED, That the same be referred to the committee of finance, to consider and report thereon.
    Mr. Montgomery, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of Christian Musselman, of Allegany county, report, that
they have taken the same into consideration, and find the facts stated therein to be true, and that leave should be
given to bring in a bill, authorising the register of the land-office to correct the error in the petition mentioned.

Which was read.
    A petition from the trustees of the poor of Anne-Arundel county, praying an act may pass for levying a sum
of money on the said county for the purpose of rebuilding the poor-house in said county, was preferred, read,
and referred to Mr. Harwood, Mr. Quynn and Mr. Dorsey, to consider and report thereon.
    The report on the petition of Upton Bruce, was read the second time, concurred with, and leave given to
bring in a bill pursuant thereto.  ORDERED, That the committee appointed on said petition prepare and bring
in the same.
    Mr. Cramphin, from the committee, delivers to the speaker the following report;
    THE committee to whom was referred the petition of sundry inhabitants of Prince-George's county, respecting
a road therein mentioned, report, that they have taken the same into consideration, and are of opinion the
prayer of the petitioners ought to be granted.

Which was read.
    Mr. Nelson, from the committee, delivers to the speaker a bill, entitled, An act to relinquish the right of this
state to the tract of land therein mentioned; which was read the first time and ordered to lie on the table.
    The bill to repeal an act, entitled, An act for the more effectual preservation of the breed of wild deer in Somerset
and Dorchester counties, so far as it respects the county of Dorchester, was read the second time by especial
order, passed, and sent to the senate by the clerk.
    Mr. McPherson, from the committee of claims, delivers to the speaker the following report:
By the COMMITTEE of CLAIMS.
    YOUR committee beg to leave to report, that they have examined the accounts and proceedings of Thomas
Harwood, Esquire, treasurer of the western shore, and find, by an account settled by the committee of claims
to the first day of November, 1799, there was a balance of 229,144 dollars 80 cents funded 6 per cent. stock,
259,126 dollars 87 cents funded 3 per cent. stock, 75,658 dollars 68 cents deferred 6 per cent. stock, and the
sum of 23,866 19 03/4 specie, remaining in the treasury.
    That it appears to your committee, by the accounts of the said treasurer, he hath received, for escheats,
caution, and improvements on land certificates, £. 3,103 5 11/2 specie.  For taxes under the act for establishing
and securing the salary to the chancellor, £. 946 0 7 specie.  For militia fines, £. 77 6 01/2 specie.  For bonds
taken for vacant land in Allegany county, £. 76 15 11 specie.  From William Marbury, for a balance due from
him on the auditor's books, £. 3,937 10 0 specie.  And from Benjamin Harwood, trustee, for dividends
of interest and principal on stock, £. 7,094 14 41/2 specie.
    That it appears to your committee, the said treasurer hath received from William Marbury, Esquire, agent,
for confiscated property, 3,821 dollars 70 cents funded 6 per cent. stock, and £. 126 11 1
cent. stock, and £. 1,119 9 91/2 specie.  For taxes, 841 dollars 77 cents funded 6 per cent. stock, and £. 126 11 1
