because the tokens can very easily be exchanged at a later time for
money or anything else.

Q. Governor, do you think there will be a necessity for a special
session of the Legislature?

A. Well, the comment that I read in the morning paper about a
special session was only the suggestion of a small subcommittee.
There's been no request from the Legislative Council or from any
of the formal leadership of the Legislature. I'd like to avoid a special
session if at all possible. It's an expensive procedure, and the State
is laboring with financial difficulties at the present time. I can't tell
whether we're going to be able to avoid it, because such things as the
declaratory decree on the Usury Law, the state of the financial prob-
lem, are not well-known and defined at the moment. But you can rest
assured that I'm not going to be for a special session unless it's ab-
solutely necessary.

(Appropriations Bill Ruling)

Q. Governor, do you see any problems posed to the State by Judge
Shearin's ruling in Montgomery County yesterday on the Appropria-
tions Bill?

A. Well, I can only believe my legal officer who says that the cura-
tive law that was passed by the special session specifically answered
the objections of the Court of Appeals, and therefore he doesn't
agree with the Judge's finding. We'll have to wait naturally until
there's been a judicial review of that decision. The Judge involved,
I understand, is a very capable lawyer. This doesn't mean that the
Court of Appeals can't disagree with him,

Q. Will that case be appealed?

A. Oh yes.

(National Guard - Riot Orders)

Q. Governor, there is a disagreement apparently between General
Sproul and General Gels ton about what orders the National Guard
was under in Baltimore. Do you know who is correct?

A. Well, I don't, because I try to stay out of the actual technicalities
of how any agency of the State government is to operate. General
Gelston says there's nothing to General Sproul's contentions, and
General Gelston is our Adjutant General. Until somebody proves
otherwise, I believe what he says.
