A. Well, that's something that I couldn't face at this point. It would
depend on what other airports, when, where, and what the evalua-
tions made by the Board were.

(University of Maryland Students)

Q. Governor, would you expand on how University of Maryland
students could be represented regularly before the Board of Regents?

A. Yes, I can. We had a very good meeting yesterday with the stu-
dent government representatives that came to see me, and I've since
discussed that meeting with Dr. Elkins. What we basically agreed
upon was that the students should have a formal well-known method
to present their opinions to the Board of Regents. I told them I
didn't favor a student being a member, either voting or non-voting,
of the Board of Regents, but that I thought that they should be given
copies of the agenda in sufficient time to see whether any of the sub-
jects interested them; and if they were interested, they could request
a hearing, send a representative to appear before the Board in its
formal session and exercise their right of expressing an opinion.
They seemed to be very much pleased by this, and I've discussed it
with Dr. Elkins. I don't think there will be any problems about it.

Q. And not be a regular representative at every meeting?

A. No. I suggested that if they're really going to be listened to, they
shouldn't try to be experts on every subject that comes before the
Board, and they agreed with that too.

(Slot Machine Appeal)

Q. Governor, the Attorney General said that he has to consult with
you before deciding whether to appeal last Friday's decision on the
slot machine case. Do you advise him how to act in this matter?

A. Yes, we talked about it yesterday, and I suggested that he enter
an appeal.

Q. Governor, does that mean that you're against what these people
are trying to do, or is it just that you feel that in the interest of
proper litigation it should be carried on?

A. No, it's not simply an academic exercise in legality. I think
what they're doing and what that decision brought out was that the
whole law — that the purpose and intent of the law — is completely
thwarted. It's no use having a law if you're going to pay off in tokens,
