war at the conference table, not on the battlefield. The Republican
Party cannot claim a monopoly as the peace party. Yet its twentieth
century Presidents from Theodore Roosevelt to Dwight Eisenhower
are famous for getting America out of and not into wars, and keeping
the peace throughout the world. The Republican Party offers the
American people a fresh path to peace through principle, not com-
promise forged from past failures.

We live in the best of times and the worst of times. Our problems
are deep and desperate. Yet we have available greater resources and
more knowledge than any people at any time in the history of the
world. With new leadership to interpret change and inspire policy,
we shall have a new perspective. I do not underestimate the deter-
mination of the American people. We may be temporarily confused
by overwhelming circumstances, but we will not collapse. We will not
surrender to the forces of communism abroad or chaos at home.

But our national confidence will only return when we can honestly
see and say "we are in command" — that we are acting upon and not
reacting to intolerable conditions. The present Democratic Party
leadership has lost the nation's confidence but this does not imply
that the Republican Party will automatically win it.

We must work for it and we will need every hand available. Every
Republican Governor has a role in this Presidential election — to
mobilize the forces of this party, to energize the citizens of his state.
No one can afford to sit this election out — and your role is as im-
portant as mine. I can only fulfill my role, if you fulfill yours.

I know what Maryland's Republican women can do. I know what
Montgomery County's Republican women have done. Your record
is without precedent and we are grateful. We value your strength,
your endurance, your endless dedication to all the vital functions
necessary to keep a campaign running smoothly. We recognize your
leadership and respect the fact that your service is inspired by con-
viction.

This year as never before your help is needed, not only to support
a great party but a great cause. This year victory is imperative not
only to serve the interests of our party but our nation.

Perhaps our chance has never been greater but neither has our
challenge. And I do not mean just the challenge and the chance to
win. I mean the challenge to propose creative, impressive alternatives
to present national policies — and the chance to change the tragic
course our country has taken.
