Mr. President, distinguished members of the Judiciary, fellow mem-
bers of the County Bar Association, and guests:

Thank you for inviting me here this evening and I hope Dale
Anderson will eventually forgive you for it. It is good to be back
among so many old friends — this very distinguished group of lawyers
and judges. Baltimore County lawyers are well known around the
State as being "down-to earth" — simple and occasionally sober men.

And there is one member of this Association in particular that I
want to take the time to pause and pay particular tribute to. He is
not the pushy type but those who know him well are aware of his
