or where the judiciary was criticizing the Governor. Imagine what my
life would be like if I were fair political game for every member on
the bench — if every time I made a decision a judge came out and
disagreed with it. This would create chaos in government so I am not
going to comment further on the matter.

Federal Cutback in Road Money

Q. Governor, a report out of Washington today that the Department
of Transportation settled on, I believe, $600 million and is withhold-
ing it from transportation (fades out).... Do you know about that?
A. Yes I know about it. It scares me. I have a report from the Chair-
man-Director of the Roads Commission which I haven't had a chance
to fully assimilate yet. It looks like another bad situation for Maryland
roads, and I will have further comment on it later.

Effect on Wallace Campaign in Maryland

Q. Governor, former Governor Wallace apparently is going to re-
turn to Maryland for some campaigning this year. Just who do you
think he is going to be hurting most, the Republicans or the Demo-
crats?

A. I think we will have to wait and see who the nominees are before
we can determine who he would hurt the most. In other words I don't
think he can hurt one party or the other party, but I think there's a
possibility that he may hurt one individual as opposed to another
individual.

Q. Do you think he would hurt Nelson Rockefeller?
A. Not appreciably.

Draft Rockefeller Movement

Q. Governor, do you have any announcement yet of your names on
the Rockefeller Draft Committee?

A. No, I am hoping that I will have some information on this either
late this week or early next week. The only reason I am not ready
with that is because I feel a heavier responsibility in the areas that
I am getting paid to handle than the ones I am not getting paid to
handle. In other words, I think my gubernatorial responsibilities have
to take precedence over my interests in the candidacy of Mr. Rocke-
feller.

City Republican Committee Chairmanship

Q. Governor, while we're on politics is the Marshall Jones situation
(interruption)....

A. It's still wide open — the City Committee chairmanship — and
this is an area in which we are making progress. I am not quite ready
at this point to make any announcement on it.
