A. No I didn't. I wasn't in New York.
Q. At the St. Regis Hotel?

A. Monday morning, yes. I didn't talk to him though. I didn't see
him. He was out of town.

Q. What kind of reaction did you get from him at the Alfalfa Club?

A. From my personal observation — I didn't bring up the subject
of his candidacy — but I observed that he was shaking every hand in

night.

Miles Commission Report

Q. Governor, do you care to comment on the Miles Commission
Report about pinball machines?

A. I am still studying the proposals of the Miles Commission and as
yet I haven't received the proposed legislation itself. That's to be
sent in several days so I don't want to comment at this point on
whether I would support the legislation that has been drafted or
whether I wouldn't. I haven't even seen it yet. I think generally the
objectives of the Commission to abolish legal gambling are praise-
worthy and they certainly fit into my objectives.

Judge Bowie

Q. Governor, you were rather severely criticized yesterday by a group
in Prince George's County. It was critical of you for not having done
anything in connection with the Judge Bowie matter. What are your
thoughts on that criticism?

A. Let me say that the Judge Bowie matter has concerned me and
when I read the transcript of what had taken place I referred it to
the Judicial Disabilities Commission. which is the group having juris-
diction over the actions of a Judge. I did not appoint Judge Bowie
to the bench. I feel no personal responsibility for his actions. I agree
with the Judicial Disabilities Commission that his actions were un-
necessary, unwarranted and to be regretted. Beyond that I hesitate to
comment because frankly I am concerned about the fact that we do
have a separation of powers in government. I recognize that under the
Constitution any further action that can be taken depends upon the
initiative of the Legislature — that the Governor is given no power
in it and I feel that I should not intrude in these areas. Personally I
do regret the incident very much and it has given me a lot of concern,
but I think that it would create a very bad situation for the Governor
to be in a position where he was impliedly criticizing the judiciary
