560 ADDRESSES AND STATE TAPERS

A. Well, I know that Congressman Mathias and Congressman Mor-
ton are very close friends, and I know they collaborate frequently in
their Congressional responsibilities. It's unreasonable to believe that
a primary could develop between them, but the Republican Party in
the State has taken the position that when they finally determine be-
tween them which one is going to seek the Senate seat, the announce-
ment will probably come from them. I think all I need say at this
point is that I think either one of them would be an excellent candi-
date.

Q. Which one do you feel is the stronger candidate?
A. I have no comment on that at this time.

Q. Do you think Senator McCarthy's candidacy will help or hurt
the Republicans next year?

A. That's a difficult thing to assess. Senator McCarthy's candidacy
in my judgement is really a stalking horse candidacy for Senator
Kennedy. Even the Senator himself, the Senator from Wisconsin, has
made this clear in his rather devious handling of probes in this di-
rection. If Senator Kennedy does in fact enter the Presidential race,
I think he'll have a very profound effect on the President's chances
for reelection, and I think the effect would generally be an adverse
one.

Q. I would like to correct you, Governor, the Senator from Minne-
sota.

A. Excuse me, Minnesota. I'm sorry.

Q. There was a Senator from Wisconsin, Governor.

A. I was reading about his problems just the other day.

Q. Governor, the Hughes Committee recently adopted this report
on business taxation, and the formula for distribution of the addi-
tional State aid, the original formula, was rejected by the committee
because objectively it was too generous to Montgomery and Prince
George's counties.

A. Now, which one are you referring to, school aid or police protec-
tion?

Q. The whole package as a total: the rebate on the State property
tax, police aid and the various things that were to be included in the
package. When it came out Paul Cooper said that this particular
formula is the fairest one or the best one for distribution. And it
turned out that Montgomery and Prince George's counties got what
