420 ADDRESSES AND STATE PAPERS

A. He put me in touch with Mr. Dana Creel who is the director of
the Rockefeller Brothers Fund. I had a long conversation with Mr.
Creel asking him to suggest foundations who may be interested in
this operation CHAMP. He made one suggestion — I don't want
to mention the particular foundation — but I made the information
available to Mr. Cahan who is interested in this effort and he has
been in touch with the foundation involved. What the result has
been, I haven't been able to find out yet.

Q. Governor, the House Public Works Committee this afternoon an-
nounced that it has approved the three Bay bridges and a second
Harbor tunnel crossing. What effect if any will this have on the timing
of the construction of these projects?

A. Well, I don't think it will have any effect on what we had laid
down as a timetable to try to bring this bond issue into being early
next year. Had it been delayed, it may have had an effect.

Q. Governor, Dr. Sensenbaugh told a Constitutional Convention
committee that he was in favor of two years of free public higher edu-
cation for Maryland.

A. That's hard to fight, isn't it?
Q. Are you endorsing it?

A. I'm endorsing it in principle, but I'm saying I don't think it's
a realistic target for the next two or three years, because frankly the
needs of the State and its existing commitments to education are such
that I can't visualize the kind of money being made available to do
this within the next few years.

Q. On the same subject, Governor, would you be in favor of a con-
stitutional prohibition against spending public money for denomina-
tional education youth centers?

A. I don't think it belongs in a constitution. I think the Consti-
tution in its sections that relate to the fact that we cannot prefer one
religion over another one, that the government has to treat all people
equally, that everybody is entitled to equal protection of the law,
covers this very well. And it is not necessary to spell it out, particularly
with regard to any subject matter.

Q. Governor, you have your own investigation. The City, however,
is conducting its own investigation into the Commissioner Pomerleau
matter. Will the results of the City investigation affect your decision
in any way?
