sensus within the Legislature was that the City should have this par-
ticular authority, I wouldn't be one to go out and fight against giving
it to the City. I know it came about during the time of trial. Actually,
although the Governor appoints the Commissioner, I don't think the
Governor has ever done this without having great and detailed con-
versation with the Mayor of the City and City officials.

Q. Do you think all government subdivisions in the State should let
the Governor appoint their police commissioners?

A. No, I don't. But I think the City is a unique institution in that
it is the only real metropolitan municipal corporation that we have,
and that public confidence in the City's police department on a state-
wide basis is a very important thing. I also think that the City officials
to some extent look increasingly to the State for subsidization of police
protection.

Q. Don't the other cities do the same?

A. Not to the same degree, certainly not on any basis of the type
the City has to.

Q. You mentioned the police administration of Baltimore. The
police magazine yesterday published a lengthy article in which it sug-
gested that the police were not doing their jobs in prosecuting vice.
Do you have any comments on that?

A. I have no comment to make on it. I saw the article and I saw the
Mayor's reply. I think the article was a little bit unfair to the City,
generally, by simply pointing out that one particular facet of City
activity. I'm inclined to agree with those who think that a block or
a series of blocks of this type exist in every city in the world. And I
doubt if those who go to Russia would be able to find a city that
doesn't have some area devoted to this kind of, if I can use the word,
entertainment.

Q. The Commissioner was against the police for letting vice flourish
on the Block.

A. We have an excellent new police commissioner administration. I
don't think there is a person who won't agree that Commissioner
Pomerleau administratively is a very superior individual in this area.
He hasn't been there long enough to do the job that I'm sure he has
in mind doing. Assuming that the Attorney General's report permits
him to remain there long enough, I think he'll do the job.

Q. Governor, you mentioned earlier the word subsidy in connection
with police protection. During the recent campaign, virtually every
