Q. Governor, did you see George Bauman's film of Louis Goldstein
on the phone to you?

A. I did not.

Q. J wanted to know what the other end of the conversation was.
Seriously though, are you supporting your partymate Arthur Sher-
wood for Mayor of Baltimore?

A, Yes, I'm supporting Mr. Sherwood.

Q. Have you had any discussions with Mayor McKeldin over exactly
what he's up to?

A. I haven't had any discussions with the Mayor about Mr. Sher-
wood, or their controversy which I read about in the last few days.
I'm going to issue a statement, a formal endorsement of Mr. Sherwood,
sometime in the very near future. I'd like to stay away, as you can
very readily understand, from this controversy. But I would make this
observation, that a candidate for an office such as mayor is generally
impatient with what's going on in such important areas as education,
police protection and the like, and he's very interested in propound-
ing the ultimate solution to all the problems and in convincing the
voters that he's the man to put that into effect. I think Mr. Sherwood
is an excellent administrator and could do a lot for the City of Balti-
more. On the other hand, I feel very strongly that in education Mayor
McKeldin in his administration has made some very fine forward
steps. And I would be the last person in the world to indicate that
education has fallen into a state of laxity under the McKeldin admin-
istration. The record doesn't show that.

Q. Governor, last week you were asked about budget requests that
have come in. You said you wanted to wait and see what major de-
partments were asking. Well, two major departments are now in,
Mental Hygiene and Corrections, and both of them are asking between
35 percent and 40 percent more money then they are currently re-
ceiving.

A. I'm going to have to plead that it is still too early to say, and I
won't keep ducking this question after I feel I have got enough de-
partments in to make a genuine evaluation.

Q. Governor, do you believe that the Governor ought to continue
to appoint and be responsible for the Police Commissioner of Balti-
more City?

A. I've always felt that it's a system that's always worked well in the
past, and yet I don't have any strong feelings about it. If the con-
