by reason of background, having served 31 years in the educational
system of our State. Other appointments are under consideration and
will be announced at a later date.
The second major aspect of the Curlett recommendations involves
the creation of a special unit with a continuing study of State programs
with a modernization of the executive branch.
Immediately after my inauguration, I intend to establish, within
my office, a task force on modern management to take a detailed look
at the operation of the present State programs with a view of eliminat-
ing wastes and duplication of services. I also will measure the effective-
ness of these departments in terms of their original objectives. The
basic idea is to obtain for all our citizens a dollar's value for every
dollar spent in government.
Before implementing these recommendations, I discussed them with
Mr. H. Vernon Eney, who is heading the Commission which is pre-
paring for a rewriting of the State Constitution, to make sure that
they would not conflict with Mr. Eney's Commission recommendations.
I also discussed them with the leaders of the Maryland Legislature,
House Speaker Marvin Mandel and Senate President William James.
They have been kept abreast of our thinking, and we have received no
objections from them as to our proposals. The two recommendations
will account for a total of $260, 670. 00 or 80 percent of the increase in
the executive budget during the next fiscal year.
Q. Mr. Agnew, not the budget for the Governor's office, but the
budget which will be presented to the Legislature, is it your budget
or is it Governor Tawes' budget?
A. It is obviously Governor Tawes' budget. The budget had to be
in the hands of the printers before Christinas. I took office, I mean I
was elected, on November 8th and there wasn't adequate time for me
to make any major changes in it. There was a certain amount of
flexibility left in my personal staff budget which I have just covered,
but the budget primarily is a Tawes budget.
Q. Do you have major differences with Governor Tawes' budget as
you have described it?
A. No, because the budget by and large is simply a budget which pre-
pares for the growth of existing programs which are under way and
which should not be curtailed at this time.
