reasons — geography and habit? How many of these Democrats have
ever been intellectually challenged to relate their affiliation to their
present way of life? How many have ever been presented with a solid
case to change? There are a lot of good Republicans registered as
Democrats and it's up to you to change that!

Three: We must develop far more extensive and effective precinct
organizations, for the muscle and sinew of political success is flexed
at the precinct level. Without dedicated precinct organizations the
Republicans will continue to win isolated offices at the top of the
ticket and will remain isolated in top offices, unable to enact programs,
to establish policy, to realize reforms. Often these programs and poli-
cies and reforms were the campaign pledges which brought the Repub-
lican candidate to office. Yet without a politically allied majority in
the legislative branch — whether County Council or General Assembly
— the Republican cannot effect change. The electorate becomes frus-
trated at this ineffectuality and, without bothering to assess the under-
lying cause, votes the Republican out of office, further convinced that
the Republican Party is the do-nothing party devoted solely to the
perpetuation of the status quo.

This year I have been fortunate, for the Democratic majority of the
General Assembly shared my desires for reform and my views for re-
vitalization. But for my four years as Baltimore County Executive,
my experience was one of isolation and frustration. A good, solid, dedi-
cated and above all, extensive precinct organization, which can pro-
mote and guarantee the election of the total ticket is vital and es-
sential to assure a victory, not only of personality, but of program and
platform.

Four: The Republican Party must establish a leadership training
program to assure Party leadership. This program should not be re-
stricted to potential candidates nor to the young. Leadership exists
at all levels and is needed within the Party organization as much as
it is needed on the Party ballot.

This program however must be selective; for the training will be
intensive, and the investment of time and interest and necessary funds
will be considerable. We must limit this program to those men and
women who demonstrate not only interest but talent, not only dedica-
tion but proven ability to lead and organize.

As I see it, this program should offer lectures on current issues by
those most intimately involved. Members of my personal staff and
